Gimp is the only one that you can directly compare with PhotoShop.
It's free.
It's one of the more popular open-source programs around. (Seen the new FireFox Browser? That's open source and user-supported also!)
Gimp runs on Windows and Linix at least - and probably on a Macintosh too. You only need to learn it once! If you need it somewhere else and they don't have it installed already, you can download it and install it in minutes and be up and working productively.
Get that and, you can spend a portion on what you would have spent on something else on a good book on how to use it better.

You can use Microsoft Paint for very basic pictures, especialy if the picture you're working with isn't a photograph. It works great for manipulating cartoons, for example.
You can also use PowerPoint to put captions, basic shapes and words onto pictures.
