Move the mouse pointer to the bottom of the screen and the Taskbar will appear. If you do not want to hide it, right click on it in a blank spot and click Properties. Remove the checkmark in front of Autohide the taskbar.

Put your mouse over it to bring it up- when it is up, right click it, then select properties from the menu. Uncheck the box marked Auto-hide the taskbar.

OK, since you can't locate it again, just hit ctrl + z together [Undo changes] a few times.
It should come back.
All the best.
Cheers.
PS,
if you've done anything of what the guys said before, forget it, it won't work.

You may have accidently moved it to the side or top. Move your arrow to those areas and see if it doesn't pop out.
