I think you are exactly right! The little bags should be "teaser" size or "annoyingly unsatisfying" size.

That has always annoyed me. "Fun Size" come on. Call it "Mini Size" or "Pocket Size" or something like that. A small bag of m&ms is not "fun" for very long.
