I repair the X-ray machines that scan your 'personal' (carry-on) luggage, as well as your 'checked' luggage, so this IS the real deal;
Your 'checked' luggage-the ones that go into the storage 'hold' of the aircraft, usually in the belly of the fuselage-is not subjected to the same rules as your 'carry-on' luggage. Since your carry-on's are usually within your immediate area, even in your grasp, they are inspected up close, and personal. Everything in your c/o bags is put through a scanning machine, is X-rayed, and analysed by the density of each object, and then compared to known densities of different types of explosive fuels; plastique, dynamite, liquid igniters, etc., even your shoes. No liquids of ANY kind. No gels, hair-sprays, mousse, toothpaste, cologne, or perfume, ... (there's alot more), WILL NOT go on the airplanes, (at least not within your grasp/area), period! Those are the Rules.
I work daily with TSA guards, the airport police, Customs, the concessionaires, etc., and they make sure, to the best of their ability, that these rules are followed, and that no catastrophy spawns from where they live, and work. They get to go to bed knowing they did their job that day. It's rewarding.

you can have it in your checked in baggage, but you are unable to carry it on the aircraft. its just the TSA rules and giudelines
