No, adults are really not supposed to. I love sushi so I eat California (cooked) sushi. Although even that is not safe for a toddler. Fish more & more is containing dangerous levals of mercuary even when cooked. My childrens doctors recomends fish to my children no more than 1x per month and there are specifcs to that (like some fish should be farme raised while others fresh water, and NO great lake fish for women of child baring age or children under 18)

Nope.
Consider the bacterial on the raw fish yet any unidentified chemicals (such mercury... etc)
Toddler's digesting system still weak.
High hygienic food is required.
