Work on strenth training to burn calories, but de-emphasize work on your quads and hams until you drop the fat.

Cardio will help. Diet will help. Women don't really bulk up, so lifting heavy won't make your legs bigger. Here's the catch. You have to be religious about the workout. You have to try lots of different moves, and at different tempos. Generally, for legs, high reps with moderate weight at a slower tempo will train them best. Get on the treadmill, and increase the incline. Do side lunges, wall squats, abductor and adductor moves, split squats, plies... and lots of stability work. Pilates is also good for legs, as is dance and step aerobics. If you are a member of a gym, talk to a trainer. I also recommend checking out Shape or Fitness magazines. They constantly run awesome articles that can help you put together a plan.

Best way by far to slim and tone your thighs is the Pilates leg series of exercises. This is the way professional ballet dancers keep their legs strong and slender, so if you would like legs like a ballerina, you should try this. The great thing about it is that you can do it at home without any special equipment, and the whole leg series takes about 15 minutes a day.
If you can't get to a Pilates class in your neighborhood to learn how to do it, check out "The Pilates Body" by Brooke Siler. She shows the whole Pilates Mat Series, including the leg series, with terrific instructions, photos, and diagrams so you know exactly what to do.

Lunges and squats are great for your legs and butt. You're not going to become bulky. Since you are female, it would be difficult to near impossible to be able to build bulky muscle like a guy. The more muscle you put on, the more lean and toned you will look. Muscle takes up less space than fat.

jump roping might help. It might sound crazy but it worked for my friend. If she ran or did lunges or ect. then her thighs would get more bulky, but if she jumped roped then that really made her thighs tone down.

i did lunges and squats and i lost inches off my thighs....
as soon as you lose the fat....stop doing them so much and they wont bulk up with muscle

exercise builds mussel locally but does not remove fat locally,
you just remember cals in cals out until the fat is gone all over

lay on your side and do scissor kicks with your legs. over and over and over. switch legs. repeat and do it again. works great - especially when you drink alot of water.
