I was driving my car on street and all the sudden I found the panel lights were all on and the engine stopped(there is no noise at all). Actually before that I found the fuel indicator was on. So I just put several gallons of gas and tried to start. The car could not be started. I checked the fuel pump and the electricity system. They were all OK. My another wild guess is there is some congestion along the fuel pipe or fuel filter, Is it possible? Someone said it could a blown head gasket, Is it possible?

This car is very often driven when the fuel indicator was on . Does it mean that the crap at the bottom of the tank got sucked into the fuel pipe?

Does 98 Ford taurus have a timing belt or chain? I think it is a timing chain.

You basically answered your own question. Ford fuel pumps are not the best in the world and having them suck from the bottom does make them go bad sometimes... But depending upon the style of screen at the bottom of the fuel pump.. it might have sucked something...
My guess is fuel pump or fuel filter

No if it were the head gasket than there would of been white smoke for quite a wile. It sounds to me that when you ran out of gas the rust and crap from the inside of your gas tank went down and got stuck in your fuel filter this has happened to me a couple times I would just change the filter
or at least start there.

My 97 Escort had a problem when it stalled on the highway. The engine was not at fault, however it turned out to be the transmission. Your problem might just be the transmission also
Driving a car with low fuel all the time could have effected numerous other components, mainly the fuel injectors. Getting the fuel injectors flushed might get your car going again.

Check the timing belt. & remember- do not try to start the vehicle. Open the timing belt panel. I suppose u have a broken timing belt. So get it replaced.
