Is she having a nightmare or even a night terror ? If she was having a night terror she would be inconsolable..do not wake her up (even though she may appear awake) simply rub her back until she falls back to sleep. Here is a link for toddler sleep problems & disorders. Hope it is of some help.

The problem isn't that she is waking up, the problem is that she is screaming when she wakes up. She needs to learn to put herself back to sleep. Don't run in there and pick her up. You can comfort her with pats on the back or rubbing her head but keep the contact to a minimum. Hand her a stuffed animal or blanket that she can snuggle with. Also, don't talk to her. You don't want to engage her and have her anymore awake than she already is. It takes a while for the child to learn to put herself back to sleep but if you do this consistently, it should work. Of course, this doesn't apply if she is having nightmares or pain.

Your daughter could very well be having night terrors. Try giving her a stronger nightlight and see if that helps. If you begin to suspect that it is nightmares, then what you should do is try and determine when they are happening. Once you can determine this wake her up and coax her back to sleep. Well, Im no expert, but CALMLY ASK her if there is something that happened that causes her from getting a good night sleep. If she is having pain, get it checked out by a docter. I think you should go back to naps and this might work:
1. Go back to regular nap times
2. In about a week, cut it down a little
3. in another week, cut it down some more
and so on...
This will give them time to adapt to their sleeping patterns easier.
As for the brother, he might adapt quicker.

Let her screams & cry later she will fall a sleep, my daughter also always cry untill fall a sleep and the next morning I ask her why she cry she can't remember. Maybe she having a terrible nightmare that make her cry.

This is tough, just keep putting her back in bed. This is learned. She needs to learn to roll over and go back to sleep. My kids, who have alwyas slept fine, decided to start getting up. I had a talk with them (they are 2 and 4) and told them that if they woke up they needed to roll over and go back to sleep. My son (2) still sucks his thumb, so I said, find blankey, suck your thumb and go back to bed. And it worked, and still does work for the most part. Sometimes my son loses his blanket in his bed and comes to get me to find it.
Try to reason with her. I know it seems crazy, but talk to her about going to sleep. If she is scared and you are a religious person, pray with her that God will protect her sleep and her dreams (I have done this with my daughter (thru a period of bad dreams). If she had a special buddy, animal, doll, or if she uses pacifiers be sure she has enough.
