any1 know a program that i can install to have words and pictures on it?

i'm making student council pictures for my friend and i need to find a program that will accept pictures and words on it but it must be free something like microsoft word but u kno u have to pay for it so if theres anything similar which is free plz tell me and give me the website thanks and god bless.
