you could try a hand held rotary tool, like Dremil or a Crafstman. They have different tips, drill bits or grinding stones you could use. The tool is around $30-40? and the different bits are pretty cheap, under $5 or something close.

Try different types of rocks, some will be harder, like granite types. Try out one of those rocks with crystals growing out of it when you get good!

you should wear a mask or something over your face, silica is very bad for your lungs if the dust is breathed in and that's exactly what you will be making. The particles are very fine and can do a lot of damage.

Easiest and cheapest way to drill a 1" hole in most rocks is to buy a carbide-tip masonry drill bit, and use a hammer drill.
