Walk up and ask her if she would like to go with you to the food court for a smoothie and tell her you'll pay.
Follow by saying, that you thought it would be nice to offer her something to drink after all that shopping. What girl wouldn't go for a free drink? This will open up more room for conversation when sitting with her in the food court.

You might try remarking (positively!) on her clothes and striking up a conversation about that ("Hey! Nice shirt! Where did you get it from? Oh, I haven't heard of that place, where is it, etc. etc.")
However, don't go around whistling or hooting at girls, or crying "Hey, baby! Nice pants!" or anything like that -- that is just creepy. Just try to be genuinely interested in the girl, as a friend if nothing else. I will tell you, there are few things worse than being stuck talking to some guy who clearly just wants to get laid.

If the girl is alone, then take it slow. Ask simple questions to start...school, shopping,etc...whatever you do be kind, and be cool. When she's alone you never want her to think a creep is on to her. If she is with a friend or more simply address the group with easygoing questions, walk with them, give up your time, which in itself doesn't sound like much, but time is our biggest gift in these busy times. After great converse you can start to zone in to the girl that perked your interest and hopefully exchange numbers if you like.

Most importantly you have to be nice, approach a girl with honor. She will be shocked because most girls expect to be approached like their meat. Ask her how she's doing, If this is a girl you expect to see again ask her name, and is this something she frequents. If this is someone you might not see again give her your number, if it was meant she 'll call put the ball in her court, see how she responds. If she doesn't theirs plenty more. Whatever response she gives you always be respectful!

out of any situations such as this and through life, be your self
don't ever tell a lie (not even to your self) , be opened minded(there is a big world out there). don't be scared, as my dad used to say " they can't eat ya" . in other words, all they can say is no, and you must respect that.
