I don't know why Stalin said this but if you look at recent American History - Al Gore won the popular vote yet Bush won the election. Why didn't the winner of the popular vote not get the Presidency? because of the way the system is set up the people in charge of the Electoral college over ride what the people wanted.

Another example of this, look at last season's American Idol. Why didn't Chris win? It wasn't because people weren't voting for him, it was because the people in power of the show (that were thinking of the money and long range, etc. manipulated things so the person they wanted to win, won.

I personally get so frustrated the way things are when we vote. The people in power are so afraid they will lose their power that they set things in motion so the little common folk like us can never over throw them.

Josef Stalin was a dictator of the USSR aka Soviet Union (It is present day Russia and some other small obscure countires)

In a nut shell he's saying that it doesn't matter who votes (in countries who have dictators, like Iraq). What matters are the people who "count the votes" Vote counters are people who work for hte governemnt. And if the government is corrupt or you live in a communist type society then the vote counters will ALWAYS say that the dictator in power wins.

the vote counters write the records on who or what was chosen, and should they be dishonest then they can affect the outcome no matter how many people voted in either direction.


and to the leftist whiners still complaining about the 2000 election, get over yourselves and accept it, and just remember when it looked like Gore would lose the popular vote and take the Electoral College the DNC had expert after expert lined up to defend it, and they changed their tune on a dime when W won the Electoral College.

Its about corruption in the voting process. It means that if the people counting the votes are not honest, it doesnt matter who has the most votes. He was referring to a corrupt election system that existed.

The people can vote, but they wouldnt matter at all because the people that count the votes can "miscount" them, choosing their own candidate
