i live in the united states (houston texas) im turning 15 in december 19th im in high school 9th grade.

You've left out way too much information to get an answer. Are you in India, or the United States? If the US, what state? With that information someone could tell you the rules and age limits for your specific area. You can't just ask the "My car won't run. Why?" questions and expect an answer. Go back and add the needed information to your question

Start Drivers ed at 14 and nine months then you should have just after you turn 15

you cant legally do it,in some states you have to be almost 16,like 3 months before your 16,th birth day and there isn't that many states that actually have this law in effect now mostly all of them have went to the age of 16 ,but you can check the law in your state ,and see what it is,,good luck i hope this help,s.

the best way is to take it in high school. your learner permit comes from taking a written test. most of the time at a court house
