Rather than get into the whole right brain-left brain discussion, I would say that among the reasons is that these subjects are deemed time-consuming, boring and useless to most students. Most students are visual learners and want to be "entertained" rather than have to think.

Another reason is that these two subjects are everywhere. They are part of every other course, everyone's work, and in society so these skills are especially critical. In other words, if you can't read well, you will not do well in history class, either.

If you are exposed to reading and basic math at a young age, it will help your skills later in life. (example: parents who read to their kids rather than sticking them in front of the TV)

Reading has become more complicated because we all use slang, abbreviations, acronyms, and IM language instead of proper grammar and spelling.

One of the problems is symbol recognition. Many people are dyslexic - either alpha or numeric, sometimes both.

Another problem is how the subject is presented - standard methods for teaching each are very antiquated; the way your parents and possibly even grandparents learned.

Other people are spacial and auditory learners, and the numerics and letters just aren't making sense to them. For these people, they can fully understand and discuss writings read to them, and solve oral math problems, but on the paper it is much harder for them to reconcile the two. The people who learn math and reading the best are people who are good visual learners.

It's been proven that the earlier people learn to read, the easier it is for them. Most people don't learn to read until first and sometimes second grade, This is an old standard, and for some it may be coming too late.

They are the two basic skills you need in order to do the rest (science, history, etc.) so it just seems like those stand out. If you can't read, you can't do anything else academically. Why a certain individual has trouble is a different question and can only be answered by examining that person's learning style.
