Well some pay sites do offer to find out a person with a cell number but i dont think they are very reliable. As the other users have said, if they dont want to talk then u should leave it. But if u really want to talk with them no mater if they want to talk wit u or not then this trick below might work. It worked for me.
Call up the designated number and tel that you are calling from the network operator of the cell their number is and then tell them of an enticing offer which they just cant refuse. Then ask them their name and address saying that you need it for confirmation. After they come to know of your trick, tell them that it was a joke. Hope it works. lol.

call the number and if they dont answer leave a message...if they dont call you back they dont want to talk to you so its time to move on...their loss :)
