Huh ?
I've never heard that in my life !
I'm 38 and I've heard a lot of stuff.
My mom was the queen of odd expressions, but never that one.
Sorry.
Logically, I'd say it has to do with having to pay all of the bills at the 1st of the month.

In Britain,
for instance, you may be confronted by people who pinch you, then punch you
on the arm, and say "Pinch, Punch, First of the Month." The origins of this
rather unpleasant custom are lost in time

If I was pinched and punched at school on the first day of the month I used to say and do "Slap and a burn and no return"

My mother, who spent awhile in a convalescent home for tuberculosis during the 1920's, told us (my sister, 3 brothers, and I) that she learned it when she was convalescing. It was a game the children played first thing on the first morning of every month. As soon as the early risers woke up they would begin pinching and pinching the sleeping children saying: Pinch punch the first of the month, you can't get it back on me." For the whole month no child they had pinched and punched could pinch or punch them.
You can imagine the melee that ensued with 20-30 children of all ages running around in the morning trying to get as many kids as they could. In our house it was glorious pandemonium until the last child was found and duly pinched and punched.
Naturally she taught us the game and we played it while growing up and I taught it o my son who played it with us and now, on the first of every month (when I remember), I send a Pinch Punch email to my remaining family. The pinches and punches were never hard enough to hurt anyone; they were always light as a feather. Interesting note* In the early 1920's some convalescent homes for children also served as foster home and orphanages.

I say it all the time, and I have no idea, we just learnt it in school and was a good way of whacking somebody, "pinch punch first day of the month no returns back" whilst pinching or punching that person
