This is coming from someone who has full legs and a whole back piece done -
There is no 'best' place to get your first tattoo.
In fact, it all depends on what your tattoo is and what it's about. Your artist should tell you where it will look best. And no matter where you get it, it will hurt.
Here's what you need to know:
1 - people will tell you that if you get tattooed on a fleshy (ie - not hard or bony) it won't hurt as much. WRONG! It hurts everywhere. And since the fleshier areas of your body are usually on sensitive areas, it's not the best idea to keep the pain away. In fact, the only area that isn't painful is the stomach - and you gotta admit, that's a STUPID place to get a tattoo, especially for a girl. Your tattoo will stretch there when you gain weight (pregnancy?) and you will have an ugly mark on your body afterwards.
2 - people will tell you that getting your leg or ankle done is the best place. These are some of the more painful places. Keep that in mind.
3 - your ribs are the MOST painful spot to get it done. Believe me. It hurts like hell.
4 - This is the most important. It's your body. It's your tattoo. Who cares what other people say? Put it where you think it will look best because you will have to live with it. Forever. And please know that the pain will be worth it. After a while, you won't even remember exactly what it felt like.
5 - Tattoos are addictive. No question about it! Be prepared. Save your $$$ now.

I have just gotten my second tattoo. My first was an armband. This is a great place, as you can put it up closer to the top to be covered up by a work shirt if needed, but when hot, you can show off with your singlet tops etc. It also didn't hurt much at all either. My second one is on my back just underneath the neck line. This one hurt abit, and is still hurting, but this could be because it was a larger tattoo, with more colouring in, and it only the day after it was done.
Ultimately though it is up to you. You are the one getting the tattoo, and only you can decide where and what you want.

Get YOUR tattoo where YOU want it! There is never a "Best place" to get a tattoo unless you yourself decides it is. When you go to get your tattoo, be honest with your artist and say that you are not 100% sure as to where you would like to get it. See if he/she has any suggestions, and try putting the stencil in different places to get an idea of what it will look like. Remember, Tattoos are permanent, and the only way to cover them up is with something bigger and darker, so don't have them put any ink in you until you are sure that you won't regret it in the morning.

My partner of 6 years is a tattoo artist and I have to agree with china cat, it is going to hurt no matter where you get it and after all if you have a good artist doing your tattoo he or she will be able to suggest the best spot for the best placement and flow of the tattoo with your body.

At a tattoo shop that looks clean and opens all the equipment in front of you.
Tattoos are permanent and so are the diseases you get from uncleaned needles.
And on the back of your shoulder is a good spot.
