We agreed to have exclusivity relationship.Then he say maybe I can't handle the serious relationship.Finally, he said I 'd like to make this relationship works in a bit more relaxed manner. What does it means? Should I call it off today?

He's saying he wants to see other women w/out you all over his back spazing out!! Fall back and allow him to do as he pleases.........just as long as ole boy understands you can, and WILL do the same!

People are in relationships with others they care about and hope something more serious may come as a result. Your dilemma seems to be regressing, not a good thing in the early stages of a relationship, where usually the two people are crazy about each other. I dont thing it is a good sign, and personally I would not put up with it. You want to be with someone who finds you amazing, captivating and loves the thought of being with you. Essentially, more than this guy seems to want to offer.

if he can't be in a serious commited relationship with you and that is what you want then you two need leave each other alone or just be frriends until he is ready. Relaxed manner........does he want to be with other people while being in a relationship with you?

That means he's seeing someone else and he is trying to blame you. Talk to him seriously to see if there is something your missing, but if it is as I suspect - dump him.
