You can, but the heat of the rollers will end up jsut drying your hair, not curling it.
You're better off using the rollers when your hair is almost dry, not still damp.

No either wait till your hair is dry or use non-heat plastic mesh or velcro rollers in your damp hair with a good setting lotion

No, defienitely not. This will not only potentially damage your hair, but the dampness will restrict it from properly setting in the fashion you want. Wait until your hair is thoroughly dry, and then and only then, can you proceed to curl it. Good luck!
