just tell him strait up say sorry but i just dont feel "IT" with you i just dont feel that spark inside even if you do i dont so sorry but it wouldn't be fair to you to waste your time like that

Straight up, the more strings you pull the harder its going to get. Or you could try a date and if you still find nothing then tell him, its not going to work.

Just tell him its not going to work if you string him on its only gonna make the situation worse.

First, I wouldn't get too flattered...what if you like a guy and he was not into you. You would want to know rather than be strung along or hope for some thing that is not there!

if you're just not interested in him- say no politely and use the word "friend" at least once.

if you just don't know him very well- tell him you'd like to get to know him better before making that decision. this leaves room for a friendship and the potential for dating if you're both interested when you know each other better.
