I don't think it does. I had a box of corn starch for 2 years and it was still good. After opening it place it inside a gallon-size zip-lock bag and seal it to keep bugs out.

Maybe. But it keeps for a veeeery long time. If it didn't get wet, and it's still powdery, you're good to use it.

No, neither does regular flour. But it can get bugs in it.
