They just worked on the one adjacent to our back yark - now there's this thing that looks like one - I never noticed it before

Look for a wire.
If it has a wire, it is
possible. Contact your
local power company to find out for sure.

External video cameras exposed to the elements usually have some sort of weather protection which conceals the camera.i.e. it does not look like a camera but may look like a dark glass inverted dome .If it is a camera it is the problem of the people( or the computer )watching because it is not a high ratings program.Flash the camera a brown eye to liven things up.

could be -- if you live in an urban area or a "gated" community with a home owners association you probably are being watched.

what the pole at the top? if thats what you are talking about it is a lightning rod, it attracts lightning to keep it from striking houses.
