I have always used simmering water, thrown in the dry noodles, then turned the heat up to a boil. The time to cook depends on the rice noodles.
If the noodles are thin (like tiny rice stick) I just soak in very hot water for less than 5 minutes, but do not actually cook over the heat.
If the noodles are wide/thick rice noodles (similar to linguini size), I use the simmering water, put the dry noodles in the pot, and then cook on high for 8-10 minutes. Test a noodle (by eating it), then remove from heat and drain. If you are worried about noodles sticking, stir in a tablespoon of peanut oil.

Just soaked in warm water 10 minutes.and drain the water.
Cook the other ingredient (meat,vegetable,spice,etc)
Put the noodle in. and mix well for no more than 2 minutes and serve.
Same method also with chinese rice noodles,asian angel hair noodles.
I eat this kind of noodles everyday.They are very bother some if you don't understand the proper way to make it soft.If you boiled more than 2 minutes they end up messy.If you boiled to make it soft only ruin their flavor.Just soaked with warm water for 10 minutes and drained that's all you need to do.

When you cook rice noodles you boil water in a pan, when it starts to bubble up you put the noodles in the pan and wait till the rice noodles get tender. When the rice noodles get tender you put the sauce or cheese or whatever comes with the noodles. Then you drain the noodles and put them back in the pan and you put the cheese or sauce in and let it cook a little bit so they can get thick and creamy.AND THEN YOU SERVE.

Depends on how thick they are. Boil them and taste test til just soft without being chewy. Slightly less cooked if the stir fry has alot of liquid the noodles can absorb some of that.

Cooking noodles has always been a favorite hobby of mine. My favorite to cook are by far the rice noodles. When I cook my rice noodles, I salt the water that i cook them in. Also, sometimes i put a pinch of my favorite spice in the water.

boil them for one and a half minutes, then fry them for another minute or two. They're like noodles you get at the chinese food restaurants.
