No, you are not fat. At 15 you are either starting or in the middle of a growth spurt and you are going to get taller yet. To go upwards you need to have the reserves to fuel that, restrict your diet and you will not have them. You are growing bone, and for that reason should not be restricting your diet. Just make sure what you are eating is reasonable and not too loaded with the "bad" foods (saturated fats, sugars etc), you will be fine. Your weight for height is fine, as is your waist size, so don't worry about it.
EDIT
To comment on the idiot recommending xenical to a child, this person needs to find out what it is and how it works. Xenical blocks absorption of fat from food. Vitamin D is a fat soluble vitamin, you CANNOT absorb calcium without it. To give xenical to a child is asking for fractures and osteoporosis in later life. This is why it is a prescription medicine. People should NOT recommend medicines on the net.

No, you are not fat. Your weight appears to be right at the higher end of the healthy weight range, but my husband is too and has 12% body fat, so it really doesn't mean anything. You should have your body fat percentage checked, if it is below 20% you are good. Your waist measurement is ok, just don't let it go past 37 inches. But overall, you sound fine to me. HTH : )

Do you feel too fat? I'm suggesting that maybe you do since you're asking this question? It's all a matter of opinion, but if it begins to impinge on your health then you should perhaps consider losing some weight. Exercise is better than dieting.

At that weight I would say that you are not overweight.
If you are unhappy with your waistline, then exercise will help you get in shape.

Weight is relative and subjective. No one can really know unless they see you in person.
