I have typical dark skin color. Yesterday was basketball tryouts and I noticed that my skin was lighter on the upper portion of my arm. Why is my skin lighter on my upper arms, my stomach and darker on my lower arms and face. Is there anything that can cure this problem and will balance out my skin color

Your skin under your shirt hasn't been exposed to the light, therefore it should be a little bit lighter.

well if its light in area's that you don't get sun that's the reason even darker colored people tan nothing to worry about just take off your shirt and go in the sun if its that big of a deal to you

Its called a farmer tan. You can either uncover your upper arms and tan evenly or just continue to wear sleeves and you won't see it. I think most of us are this way.

your clothing blocks the rays of the sun in those areas. those differences are known as tan lines.

these are areas that are not exposed to the sun. you could try sunbathing nude (in a very private area of course) to even the tan.
