I know for a fact that in order for the human body to fall asleep, the body temperature has to fall (slightly, I think)! My question is then how come do we feel sleepy when you have a fever and your body temperature is above normal? How can the body fall asleep in this condition? And also, how can cooling down significantly (like splashing your face with cold water, taking a cold shower, or standing outside in the middle of the night) make you feel awake and repel sleep?

You are comparing a normal condition to an abnormal state. Yes, body temperature drops slightly during sleep, but that happens after the person falls asleep. Feverish conditions, when the body temperature is above normal, aren an abnormal state, and you can't expect a normal reaction from an abnormal condition.
Cooling down significantly, like splashing or cold showers, is again, an external stimulus, which jolts the body into a state of awakeness and awareness.
The one question you forgot to ask is how come when you are very cold, you shiver, and if you go past that stage into hypothermia, you may never wake up?
And the answer to that is that the body lowers its temperature only slightly during sleep. When you go below that slight threshhold, shivering is the body's attempt to raise the temperature and return to a safe and normal state. If you slip into hypothermia, you may well die as it is all but impossible to rouse yourself from that state. External assistance is required.
Not all humans experience a drop in temperature when they sleep.
A baby is very warm when it sleeps. Much warmer than normal.

temp causes aches, take tylenol to lower the temp and treat the aches and sleep will come. Cooling too rapidly puts you into shock and you won't sleep, you will just hurt more.
