You have touched on a topic that is one of my pet peeves.
You are absolutely correct. The double standard has to stop. However, most want to give women the right to take off their shirts any time a man can. I say that the men ought to keep their shirts on anytime a woman has to. Instead of the woman uncovering, the man ought to cover up. If the woman can't expose her chest, then neither should the man. Modesty should go both ways.
As for the short skirts, that should also be regulated. We don't want to see the ladies underwear and we don't want to see the man's underwear either. Both should keep their shorts or skirts at the knee.
Maybe this is not comfortable at all times but it is better for society in that the men and women will respect each other better and the men won't be chasing the women quite so much.
Your other respondents were also correct to state that the men are more prone to stare at the women than the other way around. For that reason, it falls upon the women to control the men's thoughts by keeping themselves modestly covered. That being the reality, the men should reciprocate by keeping themselves covered as well.
I know this is an unpopular position to take but it is the right one.

im taking ur a muslim or very religiuos. Its fine 4 men to go shirtless and but there pants have to be below their knees, so do ours. I get jealus of them too , but i hv 3 words 4 ya : deal with it.

Who says that boys cannot go out shirtless?
Boys and girls all have their own brains to decide how to go out as a noble human being. (Nobility as they conciously realize or by convention, this depends on their own education).

I do not see it in egypt but I think that is the weather. I am sure in islam they should not show flesh either but they never feel the need to cover their face.in egypt the older men also covered their heads. not face

its ALL about intent...WHY are u wearing mini skirts...WHY is a guys shirt off...
i cant really see much of a reason to wear a miniskirt, other than sexual, however a male removing his shirt CAN be practical, heat, discomfort, it gets in the way etc.
