For questions, they may feel your question isn't a good one. (It's subjective, and they are entitled to their opinion.)
For answers, sometimes people will play "thumb down everything except my answer" in order to give them a competitive edge. They think if they tarnish all the other answers, it makes them more likely to get the best answer award.

I don't think they give a thumbs down for no reason, they have their own.
