I hate to say this, but don't listen to anyone else. I have the actual answer for you and the work experience to back it up.
American DVDs are coded in a format called NTSC. It uses horizontal lines to show you the picture. Just about everyone else in the world uses a format called PAL, which uses vertical lines. In foreign countries, several DVD players will offer NTSC compatibility. The picture doesn't quite look as sharp on one of these players, but it will still play.
We American's are a bit more pig-headed than other countries. 99% of all DVD players will only play NTSC format. Most computer DVD players will work with both and give you a pretty good picture because they use pixels instead of lines to display the movie.
If you want compatibility with foreign movies on an American player, look for one that is PAL compatible. If you want a foreign DVD player that will play American, just pick anything but the cheapest model and it will probably work just fine. Check for the NTSC label, just to be sure.
