That is a Shih Tzu puppy. However, I hope you are not thinking of getting a Shih Tzu solely based on that picture. They are extremely attractive dogs, but require a lot of grooming as both puppies and adults and many that I have met haven't had the most easy-going of temperaments.
My grandparents own one, and we love her - but I would never adopt a purebred Shih Tzu myself.

I would say that this is most likely a Shihtzu/pekingese mix. Perhaps a little bit of pom in it. i am judging by the colors; also by the snout and eyes.

Its a Shih Tzu, I grew up with one and she looked exactly like that when she was a pup.

It is a shihzu, or possibly a Lhasa op so. But more likely a Shihzu.
