I need the output to be VCD/SVCD or DVD.

PhotoStory 3 is a piece of crap. (Can't randomize transitions for all pictures and saves in a wmv file).

It has to be free, no trial software.

To be dreadfully honest, there is no such beast.
I did extensive research for two weeks for slideshow programs.
There are a lot of free ones listed on downloads.com, but none of them are really very good. Probably the best of the freeware ones is photoshow express, and mostly its an advertisement for photoshow deluxe, which honestly, is not worth the money. Photoshow express does have a lot more customization than photostory 3 ... but that really isn't saying a lot, is it? However, go ahead and give it a test run http://www.simplestar.com ... oops, I dont think the express version is capable of VCD/DVD output. And the deluxe version isnt worth buying, except for strictly very ameteur home use.

I know that you requested free, but I will add the below information for you nonetheless, and for others who will read this.

Even among the commercial programs, most of them are pretty lame. I wanted something that was highly configurable, with lots of features, to make slideshows like I see them in my mind. I finally found one worth the money ... proshow gold. It costs $60 US ... but it will do most everything you want it too. You can d/l a trial ... but don't expect to make any usable slideshows using the trial, it is strictly there so you can test out the features of it, any output is clearly watermarked.
