I am a stylist and depending on your hair type thinning shears will thin your hair. However if you have natural curly or wavy hair it could make your hair appear even thicker. The reason being, the little pieces of hair that are cut end up supporting the longer hair resulting in BIGGER hair. Be careful if you are going to attempt this yourself. Just remember dont overdo it. You could end up making your hair look thin and unhealthy on the ends.

RE:
Do thinning scissors actually make your hair thinner, and can you get them from Superdrug/Boots? [uk]?

I have them used each time I get a hair cut. They always cut my hair normal then go all over with the thinning scissors. This thins out the under layers and allows the hair to lay/feather better. I can tell a huge difference with just 10 snips with them all around my head. Feels like a few pounds are removed.

Thinning shears take the weight or the bulk out of your hair. They make your hair more managable depending on your type of hair. Do not thin it every time you get your hair cut. Hair doesn't grow that fast and you will just be taking away hair instead of thinning it out if you thin it every time. You can buy cheap ones at drug stores. Hope this helps :)

Thinning shears are merely scissors with notches along the blades cut out. If you use the thinning shears on a chunk of hair, what they do is cut some of the strands where the blade is and leave others uncut. That's how they "thin" your hair. Stylists use the thinning shears on a chunk of hair buy starting about three inches out from the head with one cut, then moving down a little for the next, and a little more for the next cut, all with the same chunk of hair. In my own experience, I have found that holding the shears up and down instead of sideways makes the different hair lengths blend a lot better.

i have really thick hair, whenever i get my haircut they use thinning scissors and it really makes a difference, it isnt so poofy afterwards and sits closer to my head. they dont actually make your hair thinner, but they cut a small amount of hair at a time, that way you can go over your whole head and thin out your hair without taking big chunks out
