Yes there are many things that could make a cat seem mentally retarded. They could have neurological disorders that cause the problem, it could also be a sign of a disease. It would depend on the actual events that make you think this.

I'm pretty sure. It seems like one of my cats are. I have only heard him hiss once and it was actually yesterday when I introduced him to another cat. He just doesn't seem to get things all that often and has been quite behind the other cat we got from his litter.

I don't know if I would label it like that, but all cats are different. We have had cats for years, and each has been different. We currently have a Ragdoll, and she is definitely "slow". We call her our special ed cat.

In a way yes, cats, like humans, can have neurological issues. My cat suffered major neuro damage in utero, and has eye problems, and coordination problems as a result.

Any animal with a brain, can have brain damage and neuro/physical problems can stem from that, causing special needs.

YES!!!!!! We have a very nice, huge, orange tiger boy that was born to a pregnant drop-off. He was "different" from the start. He never really quite "gets it". We named him "Special Ed" because of his "condition"! He will never be quite right, but he doesn't know the difference.
If he was a human....he would be a lifetime grocery bagger....no offence to any baggers out there.
