It is hereditary, however washing 2 times daily, with soap and water helps.
In addition, she should use peroxide on her skin to fight the acne.
She will look young when she gets older. Oily skin is a blessing, in that oily skin tends to wrinkle slower.
I have another secret...I put baby powder under my bangs, and around the oily spots to soak up the oil, and then I just wipe it down so it doesn't look white. It absorbs oil and keeps my skin drier.
PS- I see someone on here said moisturize the oily skin. Never, ever, ever moisturize oily skin. It makes matters far worse. I have lived with it 41 years and seen many, many dermatologists about it. :)
Good luck!

Heredity
Diet
Hormone levels
Pregnancy
Birth control pills
Cosmetics you use
Humidity and hot weather
Because of the hormonal shifts of adolescence, oily skin is common in teenagers, but it can occur at any age. In general, skin tends to become dryer with age. The flow of sebum or oil increases during adolescence and starts decreasing with age. During pregnancy and menopause, hormonal imbalances can also upset the oil balance and increase the activity of sebaceous glands.
Oily skin needs special cleansing with plenty of hot water and soap to prevent the pores from being clogged. Avoid harsh products that strip your skin of oil and encourage flakiness. They can cause a reaction known as reactive seborrhoea, where the oil glands work overtime to compensate for the loss of natural oils.
Try, clear.now™ Skin Care System if you have a lot of break outs or try Artistry® Clarifying System for oily skin if you only have a few break outs of acne. You can find these at: mthompson4.qbeautyzone.com

Contrary to popular belief, food is not a contributer to acne, however, fatty foods will not contribute to your health any. Acne is hereditary. Either that, or it's a medical condition that has to be treated using prescribed drugs. Sometimes (in my personal experience) imbalanced hormones, contribute to oily skin, and breakouts. Acne does not have dirt in it, it's just trapped oil beneath the skin, in your pores. Making sure that you are washing your face twice daily (not severe scrubbing, but with a warm facecloth) will help reduce the oil. Also, don't pop, pinch or poke at your zits (if any) this often causes the bacteria to squirt further beneath the skin, leading to new zits popping up all over your face. Using a facial scrub from Avon, or a name brand often helps, and using OIL FREE astrigents and acne treating things will help. Make sure not to use too much astrigent as this dries out the skin. Buy yourself a mosturizer with SPF in it to protect against UVA and UVB rays....you can still get sunburned in the winter!!!! The sun doesn't just "disappear"!!! Making sure your face is mosturized will also help cut back on oil overproduction! Hope this helps :)

It's partially from hormones, and partially from your skin just trying to keep itself from drying out.
She can't stop her skin from being oily, she can only try to counteract the oil. Make-up is not a good idea as it just adds more stuff on to your face that your skin has to try to deal with.
If your sister is trying to get rid of the oil on her face, she might be doing more harm than good. If you strip away too much of your skin's natural oils, the skin can crack, letting in bacteria, and thus, pimples. She needs to stick with normal soap and water for washing, and a light moisturizer. Yes, even oily skin needs a bit of moisture after washing. If she babies her skin, keeps it clean and doesn't wear make-up, I would expect her skin to calm down a bit.

|¬¤vv †¤ @|vv@¥§ |¬@>€ ¢|€@® §/<¡ñ!!!
.þ¡^^þ|€§ @®€ @ §¢¤ü®ç€ They come suddenly during the night attacking us in our sleep. Sometimes during the middle of the day they will come they come and you don't know until you have said good afternoon to an office full of people. You go in the bathroom and see it and you think to yourself I can't believe I was out in the public looking like this. ñ¤† @ñ¥^^¤®€! Mother Nature is on your side. For every chemical there is a natural that is it's equal. Of course the natural way takes a little time, but usually ¡† ¡§ ¢|¬€@þ€® @ñР߀††€® ƒ¤® ¥¤ü!
Lemons, tomatoes and witch hazel are all proven to fight and keep acne at bay. Lemons and tomatoes are both fruits, yes fruits, with a second quality not known to all humankind. What you want to do is cut it open. Cutting it in fours goes a long way. Take each piece of lemon or tomato and rub it on your face. You may have a little something left on your face. Just leave it there. It's for your own good. They will make pimples С§@þþ€@® @|^^¤§† ¤>€®ñ¡ç|¬†! It they don't disappear they will be smaller the next time you check. Lemon is also good for removing scars. That means any pimples you popped in angst that left a scar will go away over time. Lemon contains acid so it's like having an acid peel thing going, but not. Your skin will be so clear you can §€† †|¬@† ^^@/<€üþ @§¡Ð€ ƒ¤® §þ€¢¡@| ¤¢¢@§¡¤ñ§!
Another thing that works is /<€€þ¡ñç ¥¤ü® ƒ@¢€ vv¡þ€Ð ¤ƒƒ. You don't really need soap. All you want is for your pores to stay closed. How you say. Water. Yes, water. Bottled or tap water. All it has to be is cold. Wet a face rag with cold water. I hate to have cold anything on me, but I hear þ@¡ñ ¡§ ߀@ü†¥! Wipe your face with a cold wet rag everyday before setting out for the day. Wipe it again went you get in and once more before bed. Your pores will stay closed. You will keep the irritation of the skin on your face down and it should be pretty clear. Also try to remember to /<€€þ ¥¤ü® |¬@ñЧ ¤ü† ¤ƒ ¥¤ü® ƒ@¢€. Your fingertips and nails hold a lot of germs and touch a lot of dirt. Putting them in your face increases the chance of irritation thus creating those hideous pimples.
Witch Hazel is a natural way to clear ones face, too. It is an astringent. Yes, an astringent, just like the other products claim to contain. Witch Hazel is also cold almost anywhere you store it so it's like using water only it pulls impurities up out of your skin. Your will apply this anywhere from two to three times a day. Before bed is really good. As you sleep your body goes through a lot of things I am not scientifically equipped to elaborate on or prove. I just notice that if you do your beauty regimens at night and go to bed when you wake up in the morning ¥¤ü §|¬¤ü|Р߀ >€®¥ þ|€@§€Ð vv¡†|¬ †|¬€ ®€§ü|†§ when you wake up in the morning. And it is very cheap because almost not one buys it. |¬ü®®¥ üþ ߀ƒ¤®€ †|¬€¥ ƒ¡çü®€ ¡† ¤ü†!
