I don't think most men would be offended, but you should make sure it's something he'd actually use first. We bought my dad a really nice shaver, he used it for all of a few days, and went back to blades.
If you start buying someone exercise equipment when they've shown no interest, then maybe they might wonder if you're trying to say something, but with a razor, you're pretty safe.

No it isn't offensive. I don't think even the most sensitive man will be offended. But it isn't exactly exciting either.
It would be the equivalent of me buying my wife a really nice blow-dryer, although she has infinitely more interest in her hair than I do in my facial hair. I'd much rather have something more fun, something related to a hobby or interest of mine. I'll buy my own razor if I really need it.
The one exception to this being a boring gift, is if he has complained about his razor. Then your gift is thoughtful and meaningful. He'll appreciate it.

It depends on the individual. If they have a beard then it would be an insult. You should be a pretty close relation to them, wife, girlfriend, close relative. Personally I use a razor and don't like electrics, so it would be wise to check and see what their preference is. If they already use an electric razor, they might really enjoy upgrading to a high end version.

Electric shaver is fine, no bad connotations. Don't buy knife, or anything sharp. Don't buy them a mirror or weight loss programme. Don't buy them weighing scales or pots.

It sounds like a great gift, esp. for someone who hates to shave! The only person who wouldn't like it is someone who likes having a few days' worth of growth (who knows why?). I'd check first, tho'.
