It depends on the situation really -
If it's some complete stranger making fun of you, or someone you don't particularly like at school or work or whatever, just ignore it! You have no need to say anything to them, they have no business doing that, and if they get no reaction then hopefully they'll eventually get bored and stop trying to amuse themselves that way.
If it's a friend, and you really don't like it or find it hurtful, chances are that if they're a good friend they're just having a joke and not actually intending to hurt you - so if you explain to them that you dislike it or find it hurtful I'm sure they'll stop.

my guess this is happening to you because you are not a native speaker and have a foreign accent. As many others said, it's not very polite to laugh at someone's accent, and they should not do that. But you can laugh sweetly and say something like "Yes, I know I have an funny accent.. I would like to hear your english accent when you speak Spanish (Turkish, Chinese, whatever your native language is)..." That should shut them up, and you would not even be rude in return.
Ignoring people whom you don't care about, or won't meet again is of course best in those cases.
Anyway, don't feel offended, their rudeness has nothing to do with you, it just shows their stupidity.

If you have a regional accent say like southern, jersey, or english, some self-depricating humor is probably your best bet. If they were trying to be cruel it makes it awfully dificult for them to continue, and if they were trying to make conversation they'll warm up to you even quicker. Embrace it as part of your personaity and it'll become more endearing.

If it's a foreign accent just spout something off in your native language and they should be too impressed or overwhelmed to make fun any more.

Or if that fails just tell them you have some scones that need to be eaten or and then promptly run the other direction.

Well, it depends on what kind of accent you have. But the best thing is not to say anything at all because you will be saying it in your accent and that will lead to more ridicule.
