I have used IrfanView...you can download it...one site is www.download-all-4-free.com. I have used that program to change file sizes...maybe it will work for you. Good luck!

most photo -editors should be able to do this but I only know photoshop so here goes:

In the top bar click (image) pull down to (image size)... this will open a menu that allows you to change the size (physically) of the image and also the resolution. If you are changing file size for screen use only you don't need any more than 72dpi (pixel/dots per inch) if you are changing the file size for printing on your standard home printer 180dpi should be fine. 300+dpi for professional printing....

Also type of files change size. if your image is mainly flat (vectors and colors) you can save it as a .gif file. if it is more of a photo .jpeg should be good. all under the (save)->(save as) option in photoshop. saving or exporting as a .PDF will also work, and under that option there is another whole sub-dialogue you can choose from regarding resolution etc. I'm an art diretor and I send images of all kind for all purposes I almost solely use PDF files... except when we are going to print houses...

Lastly, and this depends on the source of the image, color profiles play a large role... my guess is that you are trying to reduce a digicam photo... you should see what your options are in terms of what size/color profiles it is saving in... this stuff gets pretty complicated, but in general you don't need more than 8bit color depth...

In any case, whatever you do, save it as a copy FIRST... the last thing you want is to reduce the size too much and not be able to go back.

you can save the picture using less colors 32 bits to 16 bits or 8 bits.
you can try to save it in a different file format (gif, jpg, etc) and see which one work best for your image.

If you have a scanner, you can scan it, then use the "save as" command to save it as a jpg.
