An undocumented worker cannot get an ITIN. An ITIN is for those who do not need a Social Security Number, such as foreign residents who have US source income and who, therefore, have to file a US Tax Return. It is also available for those who are residing in this country legally but who do not need, or do not qualify for a SSN. It cannot, under any circumstances be used in place of a Social Security Card and does not confer upon anyone the right to work in the USA.

The IRS has gotten increasingly strict about issuing ITINs to people who do not need them. See the link below for further information.
