I hve in the past worked in the restaurant business and was once told that when your drink has been garnished with a lemon it is meant to bo used to cleanse the water. How true is this and can anyone supply me with any websites that I will be able to use as refernce material?

Not true at all, they are just using the lemon to take any bad taste out of their water. Only thing that will cleanse water is purification and that involves more than adding citric acid, you couldn't add enough lemon in one glass of water to do that.

No, but lemon juice will reduce the chlorine taste in tap water.

No only boiling will kill bacteria. Most bacteria that is already in tap water is harmless.
