Hot cross buns have spices in them (principally cinnamon). Toasted tea cakes don't.

Like most things, it's a question of taste. Hot cross buns usually contain a range of spices, and so if you prefer spicy food they're for you. They're can also be eaten cold, untoasted and without butter, unlike their plainer cousin. Tea cakes really need to be oozing with melting butter to give them any charm.
