They should be open by 10 days. Usually are opening 4-6 days from birth.

Newborn pup's eyes will open 12 to 14 days after birth.If not opened by 14 days,soak a cotton ball in sterile warm water ,place over pups eyes,allow to soften the skin ,then try pulling the lids apart with two fingers.If not opened by 14 days you must open,or pup will get an infection in their eyes.

The pups eyes will open around 2 weeks of age, and by 3 weeks it will be able see and focus normally. (At the same time, the canals in the ears are opening, and the pup will begin to hear sounds for the first time.)

Hi from 9 days onwards depending on some breeds seem to take longer ie GSDs seem to take longer than BCs...GSDs around 14 & BCs around 9+...Regards Jake
