We keep getting closer and closer and she pulls herself back. We care for each other a lot and are able to express that, but I need to feel like she can initiate these expressions, too, and I am starting to have doubts. We have talked about her reluctance and she simply says she's always been like that with relationships. I want her enough that I am tenative to issue an ultimatum, but I don't know how else to get through to her that I need to know how committed she is and that she needs to not only figure that out, but let me know in more ways than just telling me. Any suggestions?

Maybe you're just both too young to be expecting commitments and serious relationships and ultimatums. If she's not meeting your needs, you can't force it. You either accept it or find someone who you're more compatible with. Saying "I love you IF you change" isn't going to work.

Dude - this whole question is about what you want and need. What about her wants and needs? Back off - give her some space and she will either show you or not - you can't force her
