As the name implies a federal agent works for the fed. govt. and investigates fed. crimes, whereas the regular police officer handles state crimes.

A cop is an enforcer of the law. Federal agents are cops but police employed at the local and state level are not federal agents.

Military police are cops, all Federal employees in the job category GS-1811 are cops, transit police are cops. And also law enforcement personnel in other countries are cops too.

All sworn law enforcement officers are "cops" The dept. a "cop works for will determine their jurisdiction. Ex. FBI are Federal Cops. Highway Patrol are State Cops. Sheriffs are County Cops. City Police Officers are City Cops.
