In some states the records are sealed -- NC being one of them. Is there any other way to actually look for information regarding birth mothers? The only information known is city of birth and first name of the child and date of birth. I already know about private investigators and stuff like that, but is there a way that one can find out without having to pay a lot of money.

IF you are the adoptee then it should be free to you to find out information even if the records are closed. If not the adoptee then you will might not have a chance because of confidentiality.
