I'm not sure what you are asking here. Cars are impounded when ordered by the police, an example would be a stolen vehicle while awaiting return to the owner, or someone driving without a license. Generally speaking they are held until the owner gets things together and gets the vehicle back. On rare occasions one might be left for a time period and declared 'surplus' and there would be a auction sale held, usually on a 'as is, where is' basis.

Other than the possibility of inspection prior to an auction sale, the general public doesn't get or even need access to a police impound lot.

If that's not what you are asking, please clarify your question.
