Actually, not really... Pale Ale might be stronger than your average Commercial Beer (aka Rice or Corn infused piss water) like Budweiser, Miller, Coors. Most people only think of Beer as American Lager but that's like saying Wine is Zinfandel.
Also, color has little to do with actual strength of the beer. Budweiser(5%) is actually higher than Guinness (4.2%) in alcohol strength.
Belgian Dubbels, Tripples, Imperial "anything" tend to be A Lot stronger than your average "beer".

Usually, when they talk about a strong beer, the mean a dark beer, like a stout. So no, pale ale would not be a strong beer, but more like a pilsner or ale.

Absolutely. Pale Ale is a strong beer but most "ales" are.

Pale Ales do have more alcohol per volume than a typical american pilsner. The color of the beer has nothing to do with the amount of alcohol.

my dear roling rock is more a loger if you could call it that.
persinaly I cant realey call eney bear made in amarica strong.
if you wont strong bear ( one that has a high % per volum)
go to germany and ask for eney thing Im wiling to bet that you wont get past two pints with out a sler in your speach and a stager in your step.
the amarican bears will be rather disapointing after this experince.
