It is all about anatomy. Their wings are more a residual artifact, like an appendix. However penguins do fly...underwater, if you ever get a chance see some in a zoo. If you are in the Midwest Omaha's Henry Doorly Zoo is probably the best in the nation and has a great penguin exhibit where you can see them above and below the water line. It is amazing because they literally fly through the water... very interesting. It is also known that any bird over 40 pounds cannot fly. Again, anatomy. It would take some serious wing span and thrust to lift an Ostrich. Some birds just evolved not needing to fly anymore.
