Diagonally from say, the top right corner to the bottom left or from the top left to the bottom right.... Depending on if you are speaking of an older tv or one of the newer flat screen, high def, plasma or lcd screens, the measurement can be a little off - but you can get an idea of the screen size by the measurment from diagonal corners.... the outside of the tv is a different story.

In a word: diagonally.
When it comes to CRT screens (the "tubes" on old-fashioned TV sets and monitors), there's going to be a discrepancy between the actual size of the screen and the size of the viewable image (which can be as much as about an inch smaller), and some manufacturers will give you one measurement or the other; the good ones will indicate both.

You can use a tape measure or a ruler to measure a TV screen. If you can't find one, then you can use a cellphone or tablet as a virtual ruler. I recommend a website called http://GetRuler.com for this purpose which gives you quite accurate results.

From one corner to the opposing corner. Since different companies have different cabnet sizes, only the screen is measured to determine its size.
