Try Las Brisas Restaurant for drinks, outside patio with an ocean view. It's just one block north of main beach. Plenty of street parking at Heisler park. Take some quarters for the meters. http://www.lasbrisaslagunabeach.com/

The park-and-walk-around idea is best for downtown Laguna Beach at night. The possibilities are endless and you can hit several places within a couple hours so that you won't have the feeling of being too static.
