Some '90's models had a feature where you have to push the e-brake pedal all the way to the floor and it will release back up. Try that.

I have a 96 intrepid, and if yours is anything like mine, to set the parking brake you step on it to release it you step on it again and push it all the way to the floor, and it will come all the way back up. Some of the intrepids had a handle above the pedal that you would pull on to release it, so look for that. If neither of these help, try looking in your owners manual, if you don't have one, you can obtain one from your local dodge dealership, just call their parts department and ask them to order you one (if you don't have one, this is a good idea anyway) If neither of these work, and these are the way to do it, I would suggest calling the dealership and setting an appointment to have them take a look, also do not drive the car if that is stuck on, because you will ruin it.

On the 1995 Intrepid, to set the parking brake you step on it to release it you step on it again and push it all the way to the floor, and it will come all the way back up. Also try looking in your owners maual. Do not drive the car if your emergency breaks are on..........

You mean "Parking brake". They don't call it an emergency brake anymore.

See the little pedal you step on to set it? Step on it. Did it release? If so, that's how. If not look at the dash above the pedal you step on for a handle that says "brake" on it, and pull. If it doesn't pull, the linkage is broken, get it fixed.

parking brake is either under the dash on the driver side by your left foot. or in the center console area

out of your description of the situation, have the "gas pump tension" checked. it must be too low to initiate the engine because it relatively is going to. in all probability choose a storage to do this attempt. The gas pump could must be replaced.
